fix(release): drop placeholder allowBuilds entry that broke desktop builds

Every scheduled `Release` run on `main` since d547e3b (#12326) fails in all six `Build desktop artifact` jobs with:

SchemaError: Expected boolean
  at ["allowBuilds"]["msgpackr-extract"]
    at readWorkspaceConfig (scripts/build-desktop-artifact.ts:3344)

That upgrade left a literal placeholder, `msgpackr-extract: set this to true or false`, in `pnpm-workspace.yaml`. pnpm tolerates the string, so installs and CI pass, but the desktop artifact script decodes `allowBuilds` as a boolean record and aborts before building. The Windows jobs then fail one step earlier waiting on the Linux CLI archive that was never uploaded. Example failing run: 35421176192.

`msgpackr-extract` left the dependency tree in that same upgrade (zero matches in `pnpm-lock.yaml`), so this removes the entry instead of restoring `true`. Verified locally by decoding both versions of the file with the script's schema (main fails, this branch parses) and by `vp i --frozen-lockfile`, which needs no lockfile change.
