Problem

The sidebar's Pull Requests and Usage pages had no command palette entry. Every other destination — settings, project settings, themes, files — is reachable from the palette, so typing "prs" or "usage" turned up nothing and you had to go back to the sidebar.

Fix

Two new palette actions next to the existing "Open settings" one, built the same way:

• Open pull requests is gated on capabilities.pullRequests across connected environments, the same check SidebarChrome uses for its PR button, and navigates with readPullRequestListPreferences() so your saved involvement/state filters survive the jump.
• Open usage is ungated, matching the sidebar.

Note that the web palette matches only against searchTerms, never the title, so "use" is listed explicitly — it isn't a substring of "usage" and would otherwise miss.

Mobile has its own palette, which already carries a Usage action and has no pull requests feature, so it needs no change. Desktop wraps web.

No test added: the filtering logic these items feed is already covered, and asserting the item list back would only mirror the implementation.
