fix(devices): recover simulator streams after failures

Device viewers could remain blank or frozen without a usable recovery control. The shared transport reported MJPEG as streaming before receiving an image, could wait indefinitely for video, and accepted some late callbacks after reconnecting. iOS shutdown could also retain serve-sim's cached capture session.

Move frame readiness and transport recovery into client-runtime. It owns the displayed MJPEG image's source, first-frame observation, errors, and cleanup; bounds missing first frames on both platforms; detects an AVCC body that stops delivering video; and discards callbacks from previous connections. Unsupported iOS H.264 falls back to MJPEG without publishing a terminal error. Web and mobile consume the same status and expose Reconnect.

Mobile retains native document startup and content-process recovery, its native loading/error UI, and background lifecycle handling. Web supports reconnecting with unchanged cookie-based access and keyboard activation of Reconnect. iOS shutdown uses serve-sim's capture-aware route so reopening creates a fresh capture session. That server fix covers web, desktop, mobile, and close-with-shutdown on local or remote device hosts. Wire contracts and dependencies are unchanged.

Verification:

• 52 focused shared transport, web viewer, mobile adapter, and document tests pass. Transport tests now live in client-runtime and exercise the real transport rather than mocking it in adapters.
• 23 focused device service, multi-host, and proxy tests pass. Both shutdown/reopen regression cases fail against the base implementation, then pass here.
• Shared runtime, web, mobile, and server scoped typechecks pass; changed-file lint passes. Separate iOS and Android exports succeed with EAS preview variables.
• Integrated web verification received H.264 and MJPEG frames at 1206 × 2622, exercised unsupported-profile fallback and image failure, and restored streaming through Reconnect with unchanged cookie access. Enter also activates Reconnect after a canvas failure.
• Integrated native verification received a frame, forced the shared first-frame timeout, and restored streaming through the native Reconnect button. Previous verification covered native bootstrap failure and shutdown through the mobile menu followed by reopening. All temporary diagnostic edits were removed.
• React Doctor reports no errors. Its complexity warnings and the stable imperative image-ref callback warning remain.

Screenshots and recordings are omitted at the maintainer's explicit request to stop capturing. Native accessibility evidence from the shared timeout and recovery flow:

Remaining limit: the reported iPhone Duo freeze also occurred directly at the native helper, which returned one cached JPEG while health reported OK. Short checks on ordinary iPhone simulators remained live, but do not establish that this is Duo-specific. Active-display support is pending upstream in #179. This change does not implement Duo display selection or detect an MJPEG image that silently freezes after its first frame. Native process-exit handlers were typechecked but not exercised by terminating an OS process.

Follow-up stream diagnosis: whether the reported freeze also affects ordinary iPhones remains unknown. I could not reproduce it in these short checks, so the helper stall is confirmed but a Duo-specific cause is not established.

Using the isolated backend and the pinned helper, counted multipart frames and frame hashes in memory while issuing orientation changes and navigating Settings. No screenshots or recordings were saved.
