feat(devices): show installed and running tool versions per host

Stack (merge in order): #12816 → #12817 → #12818 → #12819.

Users cannot tell which device tools are installed or running on a host after an app update. Report the installed, required, and running hub/agent versions for the local server and SSH hosts; expose them in Settings and the mobile device menu. Inventory reads only completed installs, and unavailable inventory stays unknown.

Validated completed/partial install discovery and remote helper lifecycle, including agent daemons launched through a different entrypoint. Scoped server, web, mobile, and contracts typechecks pass. Native mobile interaction and Windows runtime were not exercised.

Integrated validation: 55 focused tests pass, targeted lint passes, and scoped typechecks pass.

Device hub and Agent device access show their own installed or running version beside the toggle. Missing installs are labeled Not installed. Each tool opens its own details and read-only version check. There is no separate Device tools row.

Web typechecking and targeted lint pass. React Doctor reports maintainability warnings only. Verified the combined stack in the running web app.
