feat(mobile): make Settings easier to navigate and scope

The mobile Settings sheet was too long, and server settings available on web were hard to reach from a phone. A setting change also needed a clear scope when several environments or project checkouts were connected.

Settings now opens focused screens for connections, interface, projects and threads, and server controls. The header filter selects environments and projects and stays available in the new nested controls. A selected project adds Overview under Projects & threads. Remote defaults and project overrides cover new threads, source control, agent behavior, maintenance, and thread auto-settle. Fanout values stay visually stable while writes finish, and rapid taps cannot start overlapping writes. Notification controls refresh OS permission on return and serialize Live Activity changes.

Validation: mobile typecheck, 8 focused planner tests, targeted lint, iOS Simulator save/reset against two disposable environments, and current-head CI checks passing.
