chore(review): keep review bots out of the vendored .repos references

On #12327 (and briefly #12326) Macroscope left ten findings and CodeRabbit two, all inside .repos/alchemy-effect/ and .repos/effect-smol/: vendored upstream source that nothing imports. Findings there belong to the upstream repos, and they push Macroscope's approvability verdict to "not approved" for a change that only swaps a reference tree.

• .macroscope/ignore.md with .repos/**. Per the docs, this file replaces Macroscope's built-in ignore list rather than extending it, so the 244 default patterns are reproduced verbatim ahead of our entry. It applies to code review and to Check Run Agents; the two agents in .macroscope/check-run-agents/ already scope themselves with include: globs under apps/, packages/, and infra/, so they were never the problem.
• .coderabbit.yaml gains reviews.path_filters: ["!.repos/**"], which excludes the paths from review and from its sparse checkout.

Takes effect for PRs that include this commit (Macroscope reads the file from the PR head); fork PRs read it from main, so it needs to land to cover those.
