feat(settings): add automatic storage cleanup per machine and project

adds settings → storage to configure automatic cleanup per machine or across connected machines. projects and checkouts can inherit each machine's worktree rules, turn automatic worktree cleanup off, or use custom rules. browser captures and rotated logs remain machine-wide. all cleanup is disabled by default.

worktree rules cover inactive, merged, unchanged, and deleted threads. cleanup preserves branches, live sessions, terminals, shared/project-root checkouts, and local changes. deleted-thread ownership survives restarts, and project policies are rechecked before removal. merged-worktree cleanup requires ancestry proof and conservatively retains squash/rebase merges without it.

supersedes the cleanup-on-delete approach in #9116 with an opt-in server policy. its separate archived-title/manual-prompt improvements, and the manual-removal/lifecycle work in #9185 and #5589, remain outside this pr.

retention counters size to their contents, with days inside the control. disk usage reporting is removed.

validation on 68b2ad8ec8: github typecheck/lint and all test suites passed on blacksmith, including 20 scoped settings tests. project isolation, reset, tombstones, and in-flight disabling are covered. both independent source reviews approve this head. real-client project mode persistence/reversal and project-off deletion preservation passed; custom on-delete cleanup with machine cleanup disabled removed a clean worktree and preserved its branch; dirty worktrees retained local changes.
