Concurrent Expo notification delegate registration, removal, and delivery can race on shared arrays. Protect the state with a lock and invoke callbacks outside it. When replay finishes, remove only the replayed responses so arrivals during callbacks remain queued.

Ported from V2, independently of its orchestration changes. Four native Swift regressions pass under ThreadSanitizer: reentrant callbacks, delegate handoff, concurrent delivery, and arrivals during pending-response replay. Targeted lint passes. No visual UI change.
