fix(web): keep narrow chat headers readable and aligned

The script, editor, and Git buttons crowd the chat header on phones and in narrow desktop panes. Header controls could overlap below 640px, and the action popup used tiny split buttons beside labels that did nothing when tapped.

Narrow headers now use a three-dot menu with full-width action rows, aligned icons, and submenus for additional choices. The toolbar collapses below 768px or when side panels leave the header less than 512px wide. Sidebar, overflow, and panel buttons now share the same responsive sizes and 16px icons. The three right-side controls have equal 4px gaps (previously 11px and 4px). Project and thread text now align their capital letters with the project icon, removing the visual offset from font leading. Menu labels use the same font-leading trim so the visible letters center with their icons, including script, editor, and Git submenus. Symmetric padding preserves accents and descenders in truncated labels. Browsers without CSS text-box support retain the previous text positioning. One mounted set of action controls preserves shortcuts, pending work, and unsaved dialogs across resizing.

Verified in Chromium across 352 layouts at 115 widths from 280–1920px, covering both sidebar states and inline right-panel states. Checked touch and keyboard navigation, script add/edit, the empty editor state, Git commit/cancel, and draft retention across repeated resizing. The 74 focused action tests passed; the 15 sidebar/header tests and web typecheck pass after the alignment follow-up; scoped lint reports only existing warnings. This changes the shared web/desktop UI; the Electron shell was not exercised. Native Android verification was attempted at 0479fd3950: the x86_64 development build passed, but installation failed because the software-emulated Android 15 package service crashed with Broken pipe (32). This host has no /dev/kvm; two software graphics modes were attempted. No native UI pass is claimed, and iOS was not exercised. The breadcrumb follow-up passes the 8 header tests and checks both themes, draft headers, rename cancellation, and unclipped accents/descenders in system-ui, Arial, monospace, and serif fonts.

Earlier attempts #1485 and #1551 were closed without merging. #1485 targeted components that were later rewritten and dropped Git dialogs in its menu-only path. This change keeps the current controls and their dialogs. #1551 has no stated closure reason. Unlike #7204, this adds no persisted visibility preferences.

The menu alignment follow-up passes all 74 focused tests and the web typecheck. Browser checks cover 60 top-level menu rows across six widths in both themes, the 14px narrow-desktop menu, script and Git dialogs, and unclipped accents/descenders in four font families.

The width sweep asserts equal control sizes, 16px icons, a common vertical center, equal 4px action gaps, and no overlap or clipping.
