perf(release): build and publish npm platform packages concurrently

Publish CLI to npm took 226s in the last nightly (run), and all of it runs after the slowest desktop build. Every step handled the five platform packages one at a time:

• Building the packages from the CLI archives: 44s, about 9s per archive.
• The --dry-run pass: 46s, about 8s per package.
• The real publish: 95s, about 17s per package.

The platform packages do not depend on each other, and each one already stages in its own scratch dir. So scripts/build-npm-platform-packages.ts now builds them at once, and cli.ts publish publishes them at once. The launcher (t3) still publishes last, only after every platform package succeeds, so it is never installable before the executables it points to.

Measured with the five archives from that nightly, pinned to 4 cores like the GitHub-hosted publish runner:

The package trees and tarball file listings are identical to the sequential build. In the dry run, the five platform packages start together and the launcher starts only after they finish. Expect the job to drop from about 226s to about 80s. The real publish with provenance needs a nightly to confirm.

Verified with the existing packaging tests, typecheck for t3 and @t3tools/scripts, and lint and format on changed files.
