Android used to silence every agent alert while the app was foregrounded, while iOS (since the SDK 58 handler) only quiets the thread already on screen. The navigation hook now reports the thread route to the Kotlin FCM handler, which compares it with the alert path before suppressing, so both platforms behave the same. Stacked on #12051. Android suppressed every agent alert while the app was foregrounded. It now suppresses only alerts for the thread on screen, matching iOS.
The navigation hook synchronously reports the visible thread to the Kotlin FCM handler in a layout effect. The native route is kept in memory so a restarted process cannot inherit a stale route. Grouped alerts target the overview, so viewing one thread cannot silence alerts for the other threads in the group.
Validation: mobile, web and desktop typechecks pass, along with 46 focused mobile tests and 55 relay tests. CI passes on 06dcb14514e, including Check, Test and all three server shards. React Doctor reports no errors.
Release previews include the Expo 58 stack through this PR with Screens 4.28.0. The Screens v5 and Duo layers are excluded.
