feat(cli): summarize the server trace file from the command line

A user reported a slowdown after 9 days of uptime (T3 Code 0.0.40, about 5,000 threads, 130 projects, about 30 Claude provider instances). To find the cause, they counted spans in the trace file by hand: 274,585 spans in one hour, processRunner.runProcessCore at 295/min, RepositoryIdentityResolver.resolve at 317/min, plus p50/p90/max and interrupted exits. Settings > Diagnostics already summarizes traces, but you cannot open it while the server is stalled, and it has no rates, percentiles, or time window.

Fix

Add t3 trace summary:

• It reads the server trace file and its rotated backups from disk, so it works while the server is stalled or stopped.
• It streams each file, so only one chunk of text is in memory at a time. It keeps each span's duration (8 bytes) so p50 and p90 are exact.
• It uses T3CODE_TRACE_FILE if set, else <home>/userdata/logs/server.trace.ndjson from --base-dir or T3CODE_HOME, plus the T3CODE_TRACE_MAX_FILES rotated backups. The server and the command now share these two config values.
• It prints one row per span name, busiest first: count, spans per minute, p50, p90, max, interrupted, failed.
• --since 30m keeps only spans that ended in that window. --limit sets the row count (default 25, must be 1 or more).
• Browser spans count as failed or interrupted from their OTLP status. Server spans use their exit.
• Lines that are not spans, or whose end time is outside the Date range, are skipped. The output shows how many.
• A missing rotated file is skipped. An unreadable file fails with TraceFileReadError, so the summary does not silently undercount.

Example on a synthetic trace:

3000 spans ended from 2026-09-26T01:06:47.500Z to 2026-09-26T01:09:17.449Z (2.5 min).

It reuses toRotatedTracePaths from TraceDiagnostics. It does not extend aggregateTraceDiagnostics, because that returns a contract type (top 10, count/avg/max only). Adding percentiles there would change contracts, server, and web.

Not included: top subprocess commands by spawn count. The processRunner.runProcessCore span has no attribute with the command, so spawns show only as that span's count and rate.

Related: #13697 records event loop stalls as spans, which this command then counts.

Verification

• vp test run apps/server/src/cli/trace.test.ts: count, rate, percentiles, exits, --since cutoff, skipped lines (bad JSON, missing fields, out-of-range end time, blank lines not counted), browser span status. Reverting any one of those checks makes a test fail.
• vp lint and vp fmt on the changed files, vp run --filter t3 typecheck.
• Ran the CLI on 11 synthetic 10 MB rotated files (110 MB, 284k spans). It took about 1 s and about 100 MB of peak RSS more than a run with no trace file.
• A missing file is skipped, an unreadable file fails with TraceFileReadError, and --limit 0 is rejected.
