perf(server): opening Diagnostics no longer loads the whole trace ring into memory

Opening Settings > Diagnostics read all 11 rotated trace files into memory as whole strings (about 110 MB on a full ring), then parsed every line in one sync pass. That is a big memory spike and a long event loop block, and it happens right when a user is already slow and swapping.

Fix

• Diagnostics now streams each file with decodeText and splitLines and feeds each line to an incremental aggregator, like t3 trace summary from #13698. The CLI now uses the same shared helper.
• The latest failures and latest warning or error logs are now capped while lines stream in, with the same bounded insert the slowest spans already used. Before, they kept every entry until the end, which on a noisy ring is tens of thousands of objects.
• Output is unchanged. No contract change, so web, desktop, and mobile need nothing.

Verification

• On a real 107 MB ring, old and new results are deep-equal. Peak RSS growth dropped from about 320 MB to about 50 MB, and the longest event loop block from about 380 ms to under 10 ms.
• 300 random runs with many time and duration ties: the new aggregator output deep-equals the old full-sort code from main.
• vp test run src/diagnostics/TraceDiagnostics.test.ts src/cli/trace.test.ts. One test streams CRLF and LF files with multi-byte text one byte per chunk and matches whole-file parsing. The large-input test feeds shuffled records through all three capped lists (mutation-checked).
• vp lint, vp fmt, and vp run --filter t3 typecheck on the changed files.
