fix(web): paste after clicking away from the composer lands in it again

Click out of the composer on a thread, paste, and nothing happens. Paste-to-focus should send the text to the composer, but it never ran on thread pages. Type-to-focus had the same problem.

The chat header keeps its actions menu mounted while closed. The floating-layer check matched any menu-popup element, open or not, so it always thought a menu was open and skipped the redirect.

Now menu, select, popover, combobox, and autocomplete popups only block the redirect while open or closing (data-open / data-ending-style). The dialog and sheet entries already work this way.

Verified in a real browser against a copy of real data: click the timeline, paste, and the text lands in the composer with focus. An open popup still blocks the redirect.
