fix(observability): T3 Connect tracing stops at the relay boundary

Problem

Product tracing (the Axiom t3-code-relay-traces-prod dataset) is meant to see T3 Connect traffic only. But every span inside a relay-traced effect was exported too, and two relay-traced effects wrap a lot of the user's own local work:

• A request arriving over T3 Connect traced its whole handler (auth/http.ts), so a phone opening a thread shipped that server's SQLite queries, project indexing and process spawns.
• The agent activity publish traced the whole per-thread publish, including the local reads and secret reads that decide what to publish. Almost all of the 132M daily ServerSecretStore.get spans came from here.

On Oct 5, users' servers sent ~430M spans:

These carry span names, timings, error messages and stack paths (e.g. /home/<user>/.t3/..., SQLite decode errors), not message content, but none of it is T3 Connect usage.

Fix

The boundary is explicit where the code is written, not inferred from span names, so a rename can't leak or hide anything.

• Clients (web, desktop, mobile): unchanged. Every span they export is part of the connection (supervisor, driver, authorization, DPoP signing, managed relay session, relay calls), and it all stays.
• Requests over T3 Connect: still export the request, its authentication and each handler's own span, with latency, outcome and errors. Handlers that do local work (thread and shell snapshots, history pages, projects, pull request diffs) run that work through traceLocalHandlerWork, which returns it to the local tracer. Handlers that are themselves connection work (token exchange, environment descriptor, credential minting) still export everything under them.
• Agent activity publish: exports only the relay interaction, proof signing plus the call, as relay.agent_activity.publish. The reads that build it stay local.

withLocalTracing in @t3tools/shared/relayTracing remembers the tracer that was active before relay tracing took over and switches back to it, so local spans still appear in the user's own local traces.

This replaces the earlier allowlist version of this PR, which matched span names. That approach silently dropped any relay span not on the list; the mobile tracing tests caught exactly that.

Validation

• withLocalTracing tests: local work nested in a relay span reaches only the local tracer, while the relay spans around it are exported.
• Server test shaped like a real handler: a T3 Connect thread-snapshot request exports environment.orchestration.threadSnapshot and not the sql.execute / ServerSecretStore.get under it. It fails with the boundary removed.
• vp test run for shared relayTracing (5), server cloud/http + relay (70), mobile tracing (2, which failed under the allowlist); typecheck for shared, client-runtime, server, web, mobile, desktop; knip; lint.
