mod+Enter on a new thread stopped starting it in the background. The V2 merge moved that action to mod+Alt+Enter, and the server wrote the new key into every user's keybindings.json, so changing the default alone would not reach existing installs.

mod+Enter is now a default for Composer: Start in Background again, next to mod+Alt+Enter. Both keys stay because, after #15050, mod+Alt+Enter means "send and open a fresh composer" on any thread.

Startup sync skips commands a config already has. So startup now adds the new rule once, next to an untouched mod+Alt+Enter default, if its shortcut is still free. Customized setups are left alone. It records this in a small keybindings-migrations file next to keybindings.json. If a user removes the rule later, it stays removed.

Verified with focused tests, including one that fails without the run-once marker. A copy of a real keybindings.json from a V2 install picked up mod+Enter. On macOS and Linux, mod+Enter and mod+Alt+Enter on a draft both start in background. On an existing thread, mod+Alt+Enter sends and opens a new thread, and mod+Enter still sends normally (or does the opposite queue/steer while running). Lint and typecheck pass for server, web, and shared.

Reviewed with sol-loop: 2 rounds with GPT-6.1 Sol on high, before the rebase onto #15050 changed the migration from replacing mod+Alt+Enter to adding mod+Enter.

Skip the late default when an existing binding matches the draft context.

hasSameShortcutContext compares when strings exactly. A user’s Mod+Enter rule with when: "composerFocus" therefore does not block the late rule. If startup sync finds the retained alongside rule and has room to append, it adds composer.sendBackground after the user’s rule.
