feat(web): switch scheduled tasks between environments

I found it annoying that I couldn't see scheduled tasks from my other machines. So this is that PR. Given scheduled tasks are only on the new orchestrator, this is based on that.

Scheduled Tasks settings defaults to the primary environment without a way to select another machine. Reuse the existing Settings breadcrumb environment selector to show the selected environment's complete task list and scope its editor. Scheduled Tasks omits the project selector and “All environments” option because tasks are managed one environment at a time.

The selection lives in the URL. Existing environmentId/taskId deep links still open the correct task; switching environments replaces the current Settings history entry and clears the task target. The breadcrumb stays available during loading and connection failures, and disconnected environments expose no cached task actions. General settings retains its environment and project selectors.

Validation

• Web typecheck and targeted formatting pass. Targeted lint reports no errors and four existing warnings in ScheduledTasksSettings callback/effect code.
• 32 focused settings scope/navigation tests pass, including deep-link replacement, clearing task targets, retaining machine selection across categories, and Back navigation.
• Integrated browser verification: primary/remote task lists, legacy remote task deep link and editor, task target clearing on environment switch, missing-environment recovery, disconnected environment with no stale actions, 640px layout, and unchanged General breadcrumb options.
• Web and desktop share this route. Mobile has no Scheduled Tasks settings screen. No server, provider, or wire-contract changes.

Based on the orchestrator V2 branch from #2829 (t3code/codex-turn-mapping).

Implemented and verified with GPT-6-Astra in the Codex harness through T3 Code.

Closing as superseded by #12351, which took a different route to the same problem: the Scheduled Tasks page on v2 now renders every environment's task list stacked with headings (apps/web/src/components/settings/ScheduledTasksSettings.tsx) and the editor takes an initialEnvironmentId, so there is no longer a single-machine view to switch between.
