chore(lint): every React effect states its reason at the call site - #26161
React effects were held to a per-file budget in scripts/effect-budget.json. The budget never went down when effects were removed (1017 allowed against 503 left), so in 196 files an agent could add an effect back without a word.
This removes the budget. t3code/no-unreasoned-state-sync reports every useEffect, useLayoutEffect and useInsertionEffect outside tests. An effect that stays says why on the line above it:
// oxlint-disable-next-line t3code/no-unreasoned-state-sync -- subscribes to BackHandler for the focused screen's lifetimeuseEffect(()=>{ ... },[...]);
t3code/require-suppression-reason already rejects a suppression without a reason, and reportUnusedDisableDirectives flags one left behind when its effect goes away.
Each of the 447 effects without a reason now has one, written from the code around it and checked against the code by two independent reviews, which corrected 11. The 56 existing reasons move to the new rule name.
One effect already had a react/exhaustive-effect-dependencies suppression; both rules now share that directive.
AGENTS.md describes the new rule.
Comment and lint changes only; no runtime code changes. vp lint --report-unused-disable-directives is clean over apps/web/src, apps/mobile/src and packages, and vp run check:changed passes.
Replace the per-file effect budget (scripts/effect-budget.json) with
t3code/no-unreasoned-state-sync, which reports every useEffect,
useLayoutEffect and useInsertionEffect. An effect that stays carries
`// oxlint-disable-next-line t3code/no-unreasoned-state-sync -- <why>`;
require-suppression-reason already rejects a suppression without one.

Macroscope's review found this PR requires human approval — This replaces React effect budgets with mandatory call-site explanations, without changing the shown application runtime logic. It adds numerous line-level lint suppressions, which require human review under the configured approval requirements.

Walkthrough
The PR replaces per-file effect-budget linting with a rule that reports React effect hooks and asks for a reason when an effect remains. It updates plugin registration and lint configuration, removes the budget file, and adds documented suppressions across mobile and web source files.

Layer / File(s)
Summary
Rule and configuration replacement oxlint-plugin-t3code/*, scripts/effect-budget.json, vite.config.ts, AGENTS.md
The plugin adds and tests t3code/no-unreasoned-state-sync, replacing the effect-budget rule. The per-file budget configuration is removed, and lint configuration and React effects guidance name the new rule.
Mobile effect suppressions apps/mobile/src/*
Mobile source files add or update suppressions and explanations for existing effects. The summaries report no runtime behavior changes.
Web effect suppressions apps/web/src/*
Web source files add or update suppressions and explanations for existing effects. One cleanup effect was added to flush the theme-color frame committer on unmount.
The test-file exclusions are in place, with no remaining issue identified that would prevent merging after normal checks.

#26161 replaced the effect budget with a per-effect reason rule, so
check:changed no longer selects or lints anything for the budget file.
