fix(web): closing the last Browser tab hides the right panel again - #26058
Closing the last right-panel tab hides the panel for Files, Diff and Terminal tabs, but when the last tab is a Browser tab the panel stays open on the empty "Open a surface" screen (stored state {isOpen: true, activeSurfaceId: null, surfaces: []}). Close all and Close others hit the same path. Regression from https://git.cafe/pingdotgg/t3code/pulls/25006.
Cause
useRightPanelSurfaceClose's finishClose released the surface's resources before closing it in the store. For a browser tab, releasing calls closePreviewSession, which synchronously drops the session from the preview store. Since https://git.cafe/pingdotgg/t3code/pulls/25006 the browser-tab sync subscribes to that store directly (followPreviewSessions -> reconcileBrowserSurfaces), so it pruned the tab without touching isOpen, and the following closeSurface found nothing to close.
Fix
finishClose closes the tab in the store first, then releases its resources (releaseSurfaceResources reads the surface from its argument). The close stays a user action, so it hides the panel after the last tab. A browser tab's closed-view entry still comes from closePreviewSession, as before.
reconcileBrowserSurfaces now hides the panel when it removes the last session-backed browser tab, as reconcileFileSurfaces already does. Without this, a last browser closed by an agent or another client still leaves the empty picker open. A dropped browser:new placeholder does not trigger it, and a panel with other tabs left is untouched. I included it because it is a small change with a test: it only changes isOpen when the panel would otherwise be open and empty.
Surfaces checked
Web: fixed (tab close, Close others, Close all, and agent or remote closes through reconciliation).
Desktop: same web code, fixed.
Mobile: no right panel or browser tabs, so nothing to change. packages/client-runtime has no copy of this logic.
Verification
New test rightPanelStore > hides the panel when browser reconciliation removes its last session tab fails on main (isOpen stays true) and passes with the fix.
agentOpenedPreviews.test.ts: the browserTabs helper now reads a missing thread entry as no tabs, because hiding the panel after the last tab resets the thread to its default state.
vp test run src/rightPanelStore.test.ts src/components/preview/agentOpenedPreviews.test.ts src/components/preview/closePreviewSession.test.ts src/lib/terminalFocus.test.ts: all pass.
vp run check:changed: format, lint, knip, typecheck and tests all pass.

session-backed tab, so a browser closed by an agent or another client hides
it too, as file reconciliation already does.
