feat: Add STROBE extension checklists (RECORD, RECORD-PE, STROBE-MR, STREGA) #2
Description
Problem
The plugin routing map and research-question routing hints reference checklists that have no backing checklist files. The reviewer can route to these extensions but has no items to validate against.
Status: P0 items CLOSED
RECORD and RECORD-PE checklist files were added in commit 5a6a36a (18 files total now).

Naming inconsistency
Routing map says PDSQI-9 but file is named pdsqi-checklist.md. Minor — the reviewer resolves by name match, not exact string.

All gaps closed. Plugin now has 35 reporting checklist files — every checklist referenced in the routing map and routing hints has a backing file. See PR #3 (P1 items) and the latest commit on feat/p1-checklist-gaps (P2+P3 items).
