Problem

With a project selected, Settings > Providers reads as if a provider can be turned off for that project, but the switch changes the whole machine. Turning a provider off for one repository silently turns it off for every project on that environment, and there is no way to turn on a provider for one project while it stays off for the machine.

Change

  • Projects get a per-instance provider override (projectSettingsOverrides[projectId].providerInstances) that falls back to the machine value when unset. The Providers page writes it when a project is in scope, for every checkout of that project on the selected machine, and offers a reset back to the machine value.
  • The server enforces the effective value wherever a turn can start: new threads, sends, queued messages, follow-ups from delegated tasks, agent-started child threads and delegations over MCP, and scheduled tasks. A turn already running when the switch flips finishes, and a delegated task's result still lands in its parent thread. A command receipt skips the check so retries still replay.
  • Clients that predate the override keep a project's stored value when they save other project settings, and deleting a project drops its override so it does not linger in settings.
  • A machine-disabled instance that some project turned on stays running, so that project can still use it.
  • Text generation moves to a fallback instance when its configured instance is off for the project, using the same fallback order as the machine-level guard. Machine-level fallback is unchanged.
  • Web and mobile pickers, automatic routing, and send paths read the per-project value. On mobile, sending a model the project turned off puts the message back in the composer and points the user to the project's provider settings instead of asking them to set up the provider.

Scope and approval

There is no linked issue. Project-scoped settings overrides and the project scope on the Settings page already exist; this makes the provider switch that page already shows apply to the selected project instead of the whole machine. It adds no new settings surface or workflow.

Verification

  • vp test run on the touched suites: packages/shared/src/projectSettings.test.ts, apps/server/src/mcp/OrchestratorMcpService.test.ts, apps/server/src/orchestration-v2/ThreadMessageIntake.test.ts, apps/server/src/orchestration-v2/ThreadManagementService.test.ts, apps/web/src/components/settings/ProviderSettingsPanel.logic.test.ts, apps/web/src/components/settings/settingsScope.test.ts, apps/mobile/src/lib/modelOptions.test.ts, apps/mobile/src/state/thread-outbox.test.ts. All pass.
  • The new tests cover: a project turning off a machine-enabled instance and turning on a machine-disabled one; retries replaying past the gate; driver-only delegation skipping a turned-off instance; text generation falling back for the project only; the override being written to every checkout of a project; and mobile refusing to send a model the project turned off, for any provider.
  • tsc --noEmit for server, web, and mobile, plus targeted lint on changed files, report no errors.
  • Screenshots below are from the desktop client.

Approvability

Verdict: Not approved

Macroscope's review found this PR not approvable — This PR adds a broad project-scoped provider capability across persisted settings, server orchestration, provider lifecycle, MCP/queue handling, web, and mobile clients. It also changes effective model fallback/default behavior for affected projects, so the cross-cutting runtime and product behavior warrant human review.

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

Use project enablement when selecting an automatic-routing destination.

When a project enables an instance disabled at machine level, Line 4359 still rejects that machine. When a project disables an instance enabled at machine level, the filter can offer that machine and the server can reject the send. Resolve enablement for the candidate’s projectId and settings instead of reading provider.enabled. This unchanged filter becomes inconsistent with the new project-aware entries at Line 3250.

Release claimed attachments when a send is refused.

If threads.sendToThread returns ThreadManagementProviderInstanceDisabledError, dispatchWasNotAccepted returns false. The error path then retains attachments claimed before the send, although no message was accepted. Add this error to the unaccepted cases.

Hi! We are cleaning up open PRs, and this one does not say which model or harness was used to create it. If this change is really important, we recommend rebuilding the PR with a newer model and noting the model and harness in the PR description.

…live it

Registry hydration folds every project's enabled override in
unconditionally, so a project deleted without this cleanup (an older
server, or a crash before the cleanup write) left a machine-disabled
instance probed and alive with no UI left to turn it off.

Signed-off-by: Yordis Prieto <yordis.prieto@gmail.com>
…s resolved

Every optional projectId on these helpers defaulted to the machine's
own view, so a surface that forgot to pass one silently showed the
wrong enablement instead of failing to compile. CommandPalette's
model-switching entry and deriveProviderEntriesByEnvironment were two
such misses; both now pass an explicit null, documented as a
deliberate machine-wide scope rather than an omission. Making the
parameter required turns the next miss into a compile error instead
of a quiet wrong answer.

Mobile has no provider-settings screen, so telling someone to turn
their model back on "in this project's provider settings" sends them
somewhere the app can't take them. The surfaces that can make that
change are web and desktop.

…just entry points

Pre-dispatch asserts at launch, sendToThread, intake, and MCP delegation
left internal message.dispatch paths uncovered: a delegated child's
completion, a restart continuation, and a steer follow-up could still
wake a thread on an instance the project had just turned off. Moving
the check inside ThreadManagementService.dispatch closes those paths at
their one shared chokepoint instead of enumerating callers, and treating
a refusal there as terminal (not retried) avoids turning an intentional
"off" into an unbounded retry loop.

Signed-off-by: Yordis Prieto <yordis.prieto@gmail.com>
… left open

Leaving the cohort's delivery open after a disabled instance refused the
wake relied on a later, unrelated event to notice and retry it, with no
such event guaranteed to ever arrive. The parent's turn-item and
context-transfer records already hold the children's results regardless,
so the delivery itself only needs to stop looking like unfinished work.

The adapter's own failure-cleanup only runs if it sees the dispatch
actually fail, so pre-converting a disabled-instance rejection into a
logged no-op before handing it to dispatchIfCurrent left its sticky
flag set forever, permanently blocking rollback.

…disabled instance

A project turning off a provider mid-queue, or while the queue sits
held, had no gate on the path that actually starts the next run,
unlike new turns and resumes already elsewhere. A turned-off provider
must not start any new work, queued or otherwise.

Signed-off-by: Yordis Prieto <yordis.prieto@gmail.com>

A project's enablement check must reflect its own settings, not a live snapshot another project's override happens to be keeping on.

…elf-clear

An adapter whose dispatchIfCurrent forwards the dispatch effect without
its own failure handling, unlike Pi or ACP, had no way to clear its
sticky offer flag when the project disabled the target instance, so a
refused background wake blocked every later background turn for that
thread.

…y path as an explicit project turn-off

An instance a project merely inherits as disabled from the machine level
looked sendable to the composer and outbox even though the server always
refuses it, and the new keep-alive mechanic can leave such an instance
looking installed and running in the snapshot because another project
kept it alive.

…n rebase

Threading projectId through the mobile thread settings sheet and its callers, the updated model visibility test calls, and ServerSettings test layers were introduced while resolving merges with main, so replaying the branch dropped them. Restored from the pre-rebase tree.

Approving after re-audit. Every item from the earlier change request is addressed:

  • Enforcement now sits at the ThreadManagement.dispatch chokepoint for message.dispatch and delegated_task.request, with a queue-start hold in startNextQueuedRun as the second layer. Refused internal wakes are handled rather than crashed: delegated completions are acknowledged so results still land in the parent, continuation offers get cleared, and the docs state the queued/in-flight semantics precisely.
  • Mixed-version is covered in both directions: older clients keep a stored providerInstances they do not mention ({} clears explicitly), and the projectProviderInstanceOverrides capability flag hides the switch against older servers.
  • Orphaned overrides are cleared on project deletion plus a boot-time sweep for leftovers.
  • PR body refreshed with desktop screenshots; projectId is required at the resolver call sites; the text-generation fallback widening was reverted for the machine-level caller; mobile refusal copy points at web/desktop.

Rebase note (done by me, just now): I rebased the branch onto current main (c09c235). Two things worth knowing about the replay:

  • A plain rebase drops changes that were introduced while resolving merges with main. I verified the rebased tree against a merge tree of the audited head and restored what replay lost — the mobile thread-settings-sheet projectId threading, updated model-visibility test calls, and ServerSettings test layers — in d2cafa2. The final tree matches the merge tree byte for byte outside that commit's intent.
  • Current main's review-guide resolver (resolveReviewGuideModelSelection) called the writer-model resolver without the now-required projectId. I cherry-picked a536ac8 ("review guides skip providers a project turned off") from the local landing stack so review guides resolve per project instead of passing null.

Verification on the rebased head: 447 tests across the 13 touched suites pass; tsc --noEmit is clean for server, web, and mobile; targeted lint on the conflict-touched files reports 0 errors. Full CI is re-running on this head.

Non-blocking residuals from the re-audit, for the record: the enablement rule now has a third inline copy in the queue-start hold; overrides naming a deleted instance linger harmlessly (hydration ignores absent instances); and when a project turns every instance off, text generation keeps its disabled selection, mirroring the pre-existing machine-level guard.

Re-audit and rebase performed at maintainer request by Muse Spark via Muse Code in T3 Code. Audited head 0ad9e5e; rebased head 5b257f4.

Sync 1011d: 27 upstream commits, incl. pingdotgg#17879 (providers on/off per
project), pingdotgg#17050 (No-project filters across environments), native PR
review on mobile.

Sidebar.tsx conflict: took upstream's scope-repair dependency array and
kept the fork's flat-only Working shelf gate below it. Three fork test
layers now provide ServerSettings and CommandReceiptStore, which
ThreadManagement requires since pingdotgg#17879.

aorwall added a commit to aorwall/t3code that referenced this pull request Oct 12, 2026
Merges upstream `pingdotgg/t3code` `e688034b5f` (223 commits, base
`aacefcd7e9`) into the fork. No merge PR was open, so this branches from
`main`.

## Resolution
- 9 conflicts, each resolved by its `preflight.mjs` verdict. The tracker
entry in `docs/fork/upstream-merge-log.md` lists them. `AGENTS.md` kept
the fork copy because upstream only changed a user count in a section
the fork drops. `nativeMarkdownText.test.ts` takes upstream's deletion.
The rest combine both sides.
- The lockfile is upstream's copy, re-derived by install.
- Landed 1226 files against 1226 in the upstream range; the gap is
explained in the tracker.
- **Fork-side fix in `apps/server/src/server.ts`**: when `Ws.layer` was
first inferred inside `layerMakeRoutes`, its requirements widened to
`any`. That failed typecheck across `binCli.ts`, `cli/server.ts`,
`server.ts` and the cli tests, and it was the `TS377030` failure the
2026-10-10 merge had blamed on upstream. Moving it to its own statement
after the imports fixes it. The fix is recorded as inventory entry
`server-ws-layer-hoist`, and the gap entry is struck.
- `UnsupportedMethodError` was added to `filesystem.getMetadata`,
`orchestration.stopWorkflow` and `server.checkOtlpEndpoint`; nothing was
dropped.
- Three stale `duplicateAddExceptions` were removed.

## Verification
`verify.mjs` passed duplicate-adds, tripwires, resolution-check,
unsupported-methods, lockfile, fmt, lint, typecheck and build. `test`
failed on 5 files, each confirmed failing when run alone:
- The same four as 2026-10-10: `ServerBrowserPage`, `AcpAdapterV2`,
`OrchestratorReplayFixtures` and `OpenCodeServerLedger`.
- New: `@t3tools/shared` `AgentScope.test.ts`. It expects
`oom_score_adj` 800, but sandbox processes inherit 935, and an
unprivileged process cannot lower it. This is the sandbox, not the code.

## Usable as-is
- Drag to reorder right-panel tabs (pingdotgg#17730). A maximized panel now stays
maximized per thread, and there are other layout fixes.
- Claude workflow phases and members show in Lineage (pingdotgg#12598).
- Threads can be found by a branch's PR number (pingdotgg#14658), and no-project
filters are merged across environments (pingdotgg#17050).
- Cmd-F focuses settings search, and update settings appear in the
command palette.
- Resume continues on the composer's model (pingdotgg#17867), and queued threads
stay subscribed (pingdotgg#15293).
- Fixes to the timeline, minimap, composer, context menus and markdown
performance.
- Desktop and mobile features, which the fork does not ship.

## Unsupported in Moatless / needs implementation
- **Guided PR reviews** (pingdotgg#18124, pingdotgg#18143): `pullRequests.reviewGuide`,
`generateReviewGuide` and `reportState`, behind the Guide tab. Already
hidden by the PR capability and `FEATURES.pullRequestSurface`.
- **`orchestration.stopWorkflow`** (pingdotgg#17826): the Stop button for Claude
subagents in `ThreadRelationshipsControl.tsx`. It has no fork gate and
renders only for threads that carry workflow members.
- **`filesystem.getMetadata`** (pingdotgg#17923): server-derived file-chip icons.
When the call is refused, chips keep their extension icons.
- **`server.checkOtlpEndpoint`** and the OTLP export settings (pingdotgg#12538).
Already behind `FEATURES.diagnostics`.
- These all save through `server.updateSettings` or `projects.mutate`,
and the existing settings gates already hide them:
  - source-control host settings and the GitCafe token (pingdotgg#17901, pingdotgg#17746);
  - writer and review-guide model settings (pingdotgg#18488);
  - per-project provider enablement (pingdotgg#17879);
  - synced model favorites (pingdotgg#16816);
  - publish to any host and new-project folder (pingdotgg#17860, pingdotgg#17371).

## Backend behavior to consider reproducing in Moatless
- **Project settings overrides**: they gain `providerInstances` and
review-guide keys, and a sweep clears the overrides of deleted projects
(pingdotgg#17879).
- **Automatic thread continuations**: on by default and capped at three
in a row (pingdotgg#18461).
- **Agent isolation**: each agent runs in its own systemd scope with a
raised OOM score, so an OOM kill spares the server (pingdotgg#17662).
- **PR sweep and settlement fixes**:
  - linked PRs refresh without a checkout (pingdotgg#17167);
  - forks are detected for branches without upstreams (pingdotgg#13894);
- PR watch no longer reports passed while a re-run check is still going
(pingdotgg#17344);
  - thread PR badges catch up across environments (pingdotgg#17729);
  - the reason a thread can't be settled is now stated (pingdotgg#17258).
- **Worktree threads**: they keep their worktree when the agent starts,
and messages sent during setup queue (pingdotgg#17654). `t3_thread_launch` also
refuses a base ref with no commit (pingdotgg#17791).
- **Provider fixes**: a missing agent binary reports a launch failure,
and Claude 5.1+ text before a tool call shows as assistant text
(pingdotgg#18364).

## After merge
- Disable the new upstream workflow: `gh workflow disable
mobile-android-apk.yml --repo soaplabs/t3code`.
