fix(web): center project monograms in settled rows

Projects without a favicon get a fallback monogram that sits 2 CSS pixels above the vertical center of a settled sidebar row. The plain span around it creates an inline line box with baseline space below the icon.

Make that existing wrapper a flex container with centered items. The monogram now shares the row's vertical center. This also applies to snoozed slim rows and the desktop app's shared web sidebar. Mobile already centers its monograms in a native View.

This is a small, focused fix for an obvious visual bug under CONTRIBUTING.md's exception. Searched existing issues and PRs for icon alignment, monogram, favicon, settled icons, and vertical centering. The related merged #11806 fixes horizontal alignment in menus, not this settled-row baseline offset.

Verified in T3's Browser panel against an isolated worktree dev database: the same 36px settled row's 16px fallback monogram changed from a -2px center offset to 0px. A browser layout probe using the same wrapper also measured 0px for image, emoji, and Lucide icon markup. No native mobile or packaged Electron run was performed.

Checks: web typecheck passed; targeted Sidebar.tsx lint passed with existing warnings; targeted formatting and git diff --check passed. No test added for this CSS-only change; browser geometry verifies the observable defect.
