Why

2026-10-06: a queue of August articles kept fresh ones out of X @t27_dev for a week (10-04..06). The host already fixed it in gHashTag/999-multibots-telegraf#3786 (merge 7a4fb578b); this binds the rule to its spec of record.

What

VERSION = 4 with a dated // v4 note.
FRESH_MS = 604800000 (7 days).
is_fresh(age_ms): age <= FRESH_MS (edge included).
next_source(fresh, queued, left): fresh > queue > newest > none.
New test with a boundary vector (604800000 fresh, 604800001 not).
