Move Base consumer adapters out of base-cli

Summary

Track the Base-side consumer changes paired with base-cli issue 22 and base-cli PR 25.

Base should own its manifest, configuration, runtime-placement, and history policies while base-cli remains consumer-neutral.

Scope

• keep the Base-owned adapters in cli/python/base_cli_adapters;
• keep the Base profile wired to those adapters;
• validate the paired change across the Base Python, Bash, integration, and source-checkout suites;
• remove the temporary base-cli checkout pins after the paired PRs merge.

This issue is the Base consumer counterpart to base-cli issue 22.
