Move legacy Base adapters out of base-cli

Summary

Move the remaining Base-specific discovery, configuration, runtime, and history adapters out of base-cli and into the Base consumer.

This follows #20, which makes the generic profile the default. The package should retain only the callback contracts and lifecycle primitives; Base should own base_manifest.yaml, BASE_HOME, .base.d, owner-aware runtime placement, and history persistence.

Scope

• add or complete Base-owned profile/adapters for discovery, user/project config, runtime resolution, and history writing;
• remove the corresponding implementation imports from base_cli.profile and generic lifecycle modules;
• preserve Base behavior with Base tests and a migration note for any moved import paths;
• keep package rename out of scope.

Dependencies

• follows Make App default to the generic consumer profile #20;
• coordinate the paired Base-repository consumer changes before removing any adapter used by basefoundry/base.

Acceptance criteria

• base-cli no longer implements Base manifest/config/cache/history policy;
• Base constructs its complete profile from Base-owned modules;
• standalone profile behavior and Base consumer behavior remain covered independently.
