docs: retire completed Help qualification ledger

Summary

• remove the one-time Help qualification queue after every docs/user/ page received a durable publication or not-public outcome
• remove its temporary index route so contributors use the canonical Help pages and website publication manifest instead of maintaining a second registry
• preserve the review and retirement history in PRs docs: seed Scient Docs qualification queue #195, docs: qualify complete Scient Help corpus #197, this commit, and the cross-repository documentation-program record

The durable successor is the exact-source 32-page manifest in ScientFactory/ScientFactory-website#31. docs/user/mobile-appearance.md remains canonical but excluded because Scient has no public mobile release.

Documentation impact: Updated — docs/README.md; retired docs/reports/scient-docs-help-qualification-queue-2026-08-28.md after its documented exit condition.

Landing order

Land #197 first, then this PR. Website #31 depends on the exact #197 source commit but does not consume the retired queue.

• no remaining non-vendored reference to the retired queue
