docs: seed Scient Docs qualification queue

Summary

• accounts for all 33 current docs/user pages
• identifies the three accepted pilot groups and first-public-corpus priorities
• records applicable surfaces, factual verification, correction, and exclusion work without granting publication eligibility
• holds inherited T3 wording, mobile, and Linux-service pages until exact release/surface evidence exists
• defines an explicit retirement condition so the queue cannot become a permanent second registry

Stacked on desktop governance PR #194. The publishing manifest and transport are deliberately deferred to the pilot.
