Preserve the Commons of Inquiry public seed alongside Coherent World Simulation and all current main registry and documentation changes. Validated YAML with duplicate-key detection, unique project IDs, relationship types and targets, and an exact seven-line addition to main.

Why this is needed
Root Sequence PR #22 publicly merged the Commons of Inquiry & Creation bootstrap seed and explicitly disclosed its role, temporary location, intended standalone repository, and non-governance boundary. The organization registry currently has no projection of that public-safe existence.
