ci: shared release job and Renovate - #15

- biome.json: the configuration the other statewalker repositories use (2-space indentation, the shared rule set); the two app-level biome.json files are gone. Everything reformatted. - wiki-viewer.app: registerWiki takes only the provider now (models live in the project's wiki configuration, loaded when a project is opened); sections come from findSummaryNode, topics from WikiTopicIndex.leaves(), and categories (no references) resolve to no sections. - wiki.core test: an optional chain that could throw. - ci.yml: the release job of statewalker/.github runs after CI on pushes to main (version pull request, then npm publishing with provenance); the repository's own release workflow, if any, is removed. - renovate.json: the shared Renovate preset. - .changeset: config for changesets 3 (private packages not versioned); @changesets/cli in the catalog; old publish/version scripts removed. ci.yml: after CI, on pushes tomain, the shared release job (Release workflow, Renovate preset, site publishing .github#1) writes changesets for unreleased changes, opens the "chore: version packages" PR, and publishes to npm with provenance once that is merged.
