Keep the waiting "Restart to Update" row readable in the menu bar - #1854

While a recording, dictation or transcript is running, the update row is disabled and says "After this recording finishes". It was drawn in the muted color and then faded to 55% on top, so it nearly vanished. Disabled menu rows now use the secondary text color with no extra fade, and the waiting update row drops its "Restart" label since it can't be pressed yet. Why
Before: while a recording or dictation is running, the menu bar's "Restart to Update / After this recording finishes" row was nearly invisible. Disabled rows got muted text colors and then a 0.55 alpha fade on top, so it was faded twice. It also still showed a "Restart" label on a row you can't press.
After: the waiting row reads clearly (secondary text, no extra fade) and says what it's waiting on. It stays unclickable until the recording ends, and the "Restart" label is hidden while it waits.
Product Impact
Menu bar popover only. Any disabled row (the waiting update row, "Saving…", "Checking for Updates…") is now readable instead of ghosted. Still black and white.
