ci(relay): deploy labeled PRs to relay preview stages - #23872
Conversation
Relay changes were only testable by deploying prod or a personal stage, so PR changes to the relay went unexercised until merge. Labeling a same-repo PR relay:preview now deploys stage pr-<n> behind the relay-preview environment's reviewer gate. Teardown runs from the default branch on unlabel or close, with no PR code and no reviewer wait, then sweeps managed tunnels and their CNAMEs, which Alchemy does not track. A nightly job retries teardown for closed labeled PRs. Dry-run sweep by default; refuses non-pr-<n> stages. Co-Authored-By: Claude Haiku 5.5 <noreply@anthropic.com>
ApprovabilityVerdict: Needs Human Approval Macroscope's review found this PR requires human approval — This PR adds a new PR-code deployment path using cloud credentials and destructive preview-stage cleanup across infrastructure services. The security and teardown-integrity concerns, together with the production infrastructure scope, require human review. Adjust the Minimum Blocking Severity for this repo — including turning it Off — in Settings. You can add or adjust custom eligibility rules. Learn more. |
The standalone sweep script ran as a separate workflow step, so teardown depended on that step and on a dry-run flag. Alchemy Actions never run on destroy, so the sweep is a Resource instead: its delete sweeps the stage's managed tunnels and their CNAMEs, and `alchemy destroy` runs it. The resource depends on the Worker, so it is deleted before the Worker. Co-Authored-By: Claude Haiku 5.5 <noreply@anthropic.com>

### Using environments to manually trigger workflow jobs
If you want to manually trigger a specific job in a workflow, you can use an environment that requires approval from a specific team or user. First, configure an environment with required reviewers. For more information, see Managing environments for deployment. Then, reference the environment name in a job in your workflow using the `environment:` key. Any job referencing the environment will not run until at least one reviewer approves the job.
For example, the following workflow will run whenever there is a push to main. The `build` job will always run. The `publish` job will only run after the `build` job successfully completes (due to `needs: [build]`) and after all of the rules (including required reviewers) for the environment called `production` pass (due to `environment: production`).
`on:

Note
Environments, environment secrets, and deployment protection rules are available in public repositories for all current GitHub plans. They are not available on legacy plans, such as Bronze, Silver, or Gold. For access to environments, environment secrets, and deployment branches in private or internal repositories, you must use GitHub Pro, GitHub Team, or GitHub Enterprise. If you are on a GitHub Free, GitHub Pro, or GitHub Team plan, other deployment protection rules, such as a wait timer or required reviewers, are only available for public repositories.

<title>Securely using pull_request_target - GitHub Docs</title>
<location>https://docs.github.com/en/actions/reference/security/securely-using-pull_request_target</location>
<excerpt>citeturn0search3 [wordlim: 200] Crawled: last week; The `pull_request` event (along with `pull_request_review` and `pull_request_review_comment`) is unusual: it runs the workflow file from the merge commit of the pull request. ... For example, an `issue_comment` or `workflow_run` workflow that fetches and runs a fork's pull request code is vulnerable in the same way. ... Workflows triggered by this event should not check out, build, or run code from an untrusted pull request with access to repository secrets or a privileged `GITHUB_TOKEN`. ... If self-hosted runners are used, you must confirm that the runner environment is properly restricted from internal resources and is not reused across GitHub Actions runs.
To understand why this is safe by default, and how that safety is commonly broken, review `pull_request_target` against `pull_request`.
The `pull_request` event (along with `pull_request_review` and `pull_request_review_comment`) is unusual: it runs the workflow file from the merge commit of the pull request. For a pull request opened from a fork, that commit is controlled by someone without write access to the base repository. To run untrusted workflow code safely, GitHub restricts these events to a read-only `GITHUB_TOKEN`, withholds access to other secrets, and applies fork approval policies to prevent compute abuse. By default, `actions/checkout` in a `pull_request` workflow also checks out the pull request's merge commit, so the code checked out and the workflow that runs are consistent.
`pull_request_target` makes one critical and subtle change: the workflow, and any subsequent `actions/checkout` call that does not specify a `ref`, is taken from the base repository's default branch, not from the pull request.
While the policy is in evaluate mode, review your policy insights to identify workflows that use `pull_request_target` and would be blocked when the policy is enforced.
For each affected workflow, decide whether `pull_request_target` is still required:
* If the workflow does not need `pull_request_target`, update it to use a safer event where appropriate, such as `pull_request`.
* If the workflow must continue to use `pull_request_target`, create or update an applicable Actions event policy that explicitly allows `pull_request_target`.
* If you do not want to allow `pull_request_target`, leave the default policy in place. After enforcement, GitHub will block workflows triggered by that event.
Warning
Only allow `pull_request_target` when it is necessary. Workflows triggered by this event should not check out, build, or run code from an untrusted pull request with access to repository secrets or a privileged `GITHUB_TOKEN`.
For more information about configuring event policies and viewing insights, see Governing execution of GitHub Actions workflows. To manage policies programmatically, see REST API endpoints for GitHub Actions policies.
## Deciding whether to use `pull_request_target`
Some workflows need to check out fork pull request code with elevated trust, and this is why `pull_request_target` was created in the first place. For example, generating coverage reports that require a private artifact registry or producing and running authenticated checks against the changes introduced from the pull request. Consider the questions below before using `pull_request_target` or opting into the `allow-unsafe-pr-checkout` flag in `actions/checkout`.
* Can you use `pull_request` instead? `pull_request` triggers on the same events as `pull_request_target` and runs the workflow code from the `pull_request` merge branch. It does this safely on pull requests from forks with the protections detailed above. If additional secret access is not needed, use `pull_request`. More complex workflows can be restructured to separate potentially dangerous handling of pull request code from accessing secrets. For more information, see Preventing pwn requests from the GitHub Security Lab.

# Reusing workflow configurations
Find information about avoiding duplication when creating a workflow by reusing existing workflows and using YAML anchors and aliases.
## Reusable workflows
This article provides reference information for reusable workflows and workflow templates, including access rules, limitations, supported keywords, and runner behavior.
You can centralize deterministic, repeatable logic in reusable workflows, and use agentic workflows for tasks that require contextual judgment about your repository's content such as analysis, summaries, and recommendations. For more information, see Creating GitHub Agentic Workflows.
### Access to reusable workflows
A reusable workflow can be used by another workflow if any of the following is true:
* Both workflows are in the same repository.
* The called workflow is stored in a public repository, and your organization allows you to use public reusable workflows.
* The called workflow is stored in a private repository and the settings for that repository allow it to be accessed.
* To reuse variables in multiple workflows, set them at the organization, repository, or environment levels and reference them using the `vars` context. For more information, see Store information in variables and Contexts reference.
* Reusable workflows are called directly within a job, and not from within a job step. You cannot, therefore, use `GITHUB_ENV` to pass values to job steps in the caller workflow.
### Supported keywords for jobs that call a reusable workflow
When you call a reusable workflow, you can only use the following keywords in the job containing the call:
* `jobs.<job_id>.name`
* `jobs.<job_id>.uses`
* `jobs.<job_id>.with`
* `jobs.<job_id>.with.<input_id>`
* `jobs.<job_id>.secrets`
* `jobs.<job_id>.secrets.<secret_id>`
* `jobs.<job_id>.secrets.inherit`
* `jobs.<job_id>.strategy`
* `jobs.<job_id>.needs`
* `jobs.<job_id>.if`

Keep PR-editable workflows away from repository deployment secrets.
This workflow checks out and runs the pull request's code. If a same-repository contributor can edit the workflow, they can remove environment: relay-preview and bypass the required approval while retaining access to the documented repository-scoped Cloudflare, PlanetScale, and Axiom secrets. The fork check does not prevent this path.
Move the credentials used by this job to relay-preview environment secrets, and retain the environment gate.

Delete stage-owned CNAMEs after their tunnel is gone.
ManagedEndpointProvider.release can delete a tunnel without deleting its DNS record. The sweep then excludes that orphan because its tunnel ID is absent from tunnelIds, so it can persist across later runs.
Keep the exact stage-specific record-name check. Replace the live-tunnel-ID requirement with validation that the CNAME target is a valid *.cfargotunnel.com target. Do not match the target suffix alone, because the record name is required to establish stage ownership.

gh pr listfails, the command substitution produces an empty loop input. The loop performs no teardown, leavesfailed=0, and exits successfully. A later scheduled sweep may retry, but this run misses cleanup and hides the enumeration failure.Capture the result before the loop so the default Bash error handling fails the step:

Limit details: You’ve used all 10 included reviews currently available.
…ates A failed gh pr list fed an empty loop and exited 0, so a run could skip every teardown silently. The fixed --limit 200 also dropped the oldest closed labeled PRs without a signal. The listing now fails the step on error and fails when it reaches the limit. Co-Authored-By: Claude Haiku 5.5 <noreply@anthropic.com>
The nightly sweep ran outside each PR's deploy lock and destroyed a stage without rechecking the PR, so a reopened PR could lose its new preview. The listing also stopped at 200 PRs, and a manual dispatch from a PR branch would have checked that branch out with the cleanup secrets. Each closed labeled PR now gets a matrix job in the relay-preview-<n> group, the group deploys use. It confirms the PR is still closed and unlabeled before destroying, and checks out the default branch explicitly. Listing goes through the paginated issues API with no cap. Co-Authored-By: Claude Haiku 5.5 <noreply@anthropic.com>
…y gone A missing zone raised before any tunnel was checked, so it blocked teardown even with no tunnels left. The sweep now skips the zone lookup when nothing remains, and still removes tunnels when the zone is gone. A 404 on delete counts as swept; any other failure, such as a 429, still fails so the next run retries. Covered by tests that drive the sweep through a stubbed Cloudflare client. Co-Authored-By: Claude Haiku 5.5 <noreply@anthropic.com>
The workflow-level group applied to every run, including closed events that skip all jobs. GitHub replaces a pending run in a group with a newer one, so a label-less close could drop a queued teardown for the same PR. The group now sits on the teardown job, which is the only job that needs it. Co-Authored-By: Claude Haiku 5.5 <noreply@anthropic.com>
The nightly retry listed labeled closed PRs, then required each one to be unlabeled, so no teardown ever ran. Nothing removed the label either, so every failure re-queued every night. It also tested state == CLOSED, which misses MERGED PRs. Teardown now clears the label only after a successful destroy, so the scheduled list holds exactly the outstanding failures. Eligibility is "not OPEN". Every job also requires the main branch, like deploy-relay. Co-Authored-By: Claude Haiku 5.5 <noreply@anthropic.com>

Allow closed PRs through the scheduled cleanup
The list job selects closed pull requests that still have relay:preview. The eligibility filter then requires that label to be absent, so every listed candidate is rejected.
gh pr view --json state reports merged pull requests as MERGED, while the issues endpoint includes them in state=closed. The CLOSED check rejects those candidates as well.
Use the closed-state check without the label condition:

An unlabeled event removes relay:preview before the teardown runs, so a failed destroy left a stage no retry could find. The job now restores the label after a failed destroy. Labels added with GITHUB_TOKEN do not start new runs, so the deploy workflow does not fire. Co-Authored-By: Claude Haiku 5.5 <noreply@anthropic.com>

Labeling a same-repository PR
relay:previewdeploys Alchemy stagepr-<n>(.github/workflows/relay-preview.yml). The job runs PR code with account credentials, so it waits for approval in therelay-previewenvironment. It re-checks that the PR is still open and labeled before deploying. Fork PRs are skipped.Removing the label or closing the PR runs
alchemy destroyfor the stage (.github/workflows/relay-preview-cleanup.yml). That workflow runs from the default branch underpull_request_target, so no PR code runs and no approval is needed.Managed endpoint tunnels and their CNAMEs are created by the Worker at runtime and Alchemy does not track them.
PreviewTunnelSweep(infra/relay/src/previewTunnelSweep.ts) is a stack resource, present only onpr-<n>stages. Itsdeleteremoves the stage's tunnels and CNAMEs duringalchemy destroy. It depends on the Worker, so it runs before the Worker is deleted. A live Worker could create a tunnel in that gap; that window is accepted.A nightly job destroys stages of closed labeled PRs, one matrix job per PR in the same concurrency group as that PR's deploys. Each job rechecks that the PR is still closed and unlabeled first. Listing is paginated, and a failed listing fails the job.
previewStages.tsholds the matching rules. A stagepr-4never matches tunnels ofpr-42.Scope and approval
