fix(web): working and monitoring threads fade in the sidebar again

Working and monitoring threads used to be slightly faded in the sidebar. That made them take less attention than threads that need you. #11461 removed the fade when it made input threads more prominent.

Now working and monitoring rows fade to 70% again, including the status label. Hover or focus brings them back to full. Input and approval rows stay at full strength, and so does the thread you have open.

Monitoring uses the same code path as working. It is not in the screenshot because monitoring state lives in server memory and I could not seed it.
