Update channel publishing experience to allow draft channels #5172

Overview

Allow publishingnew versions of existing channels, as a draft version.

Description and outcomes

Currently channels can only be checked in Kolibri by publishing an updated version and importing - this updated workflow will allow channels to be published as a draft, to allow a new channel version to be tested in Kolibri without pushing it out to end users.

  • Published channels can publish a new version as a draft
  • When publishing a new, final, version of a channel, the previous version history is displayed to allow the version update text to be contextualized
  • When a publish completes, if the channel has already been submitted to the Community Library, the user should be prompted to resubmit this new version also

Accessibility Requirements

Modals should trap focus.
Keyboard navigation tab order within modal should be consistent with visual layout.
