Define completion separately for local-only work, PRs, merges and authorized deployments. A PR-only task no longer waits for production delivery; transaction, chain, fund movement and release approval boundaries remain intact.
Verification: Instruction-decision replay: 4/4 held-out for both baseline and candidate; no measured per-policy score gain is claimed. git diff --check passes. Documentation only; no build, deployment, RPC, wallet or financial action performed.
Runtime files are applied locally; this PR does not merge or deploy. The broader decision replay has known CLI role-schema/catalog warnings and is not an end-to-end product benchmark.
CI blocker: the app job fails at npm run audit:runtime on GHSA-528h-pc64-c93x, with jayson and stream-json outside the reviewed dependency baseline. Reproduced locally with package.json, package-lock.json and scripts/check-runtime-audit.mjs byte-identical to origin/main; the instruction-only diff does not modify those inputs. Contracts pass; release-readiness is skipped. No dependency update or allowlist relaxation is included. This PR is not merge-ready until the dependency finding is resolved.
