Prepare S1API 3.2.1-beta.4 from the merged f6 NPC compatibility fix in #311. Bump both version fields and add curated prerelease notes.

Validation

• MonoMelon build and 723 contract tests passed.
• Il2CppMelon build and 709 contract tests passed.
• PR fix: support plain custom NPCs on f6 beta #311 passed live 0.4.7f6 Mono and IL2CPP save-load smoke for both plain NPC contact paths.
• After publishing, the GitHub release archive will be downloaded and tested again on both f6 installs.

Compatibility

No public or protected API signatures, save identifiers, or network formats change. This release only makes the f6 native event change compatible while retaining old-build initialization where the member exists.
