Wave 72 (R-HS-20): Host inference pipeline

What

New bootstrap/src/host/pipeline.rs
InferencePipeline: state machine (Idle→Configured→WeightsLoaded→Running→Complete/Error)
configure/load_weights/start/poll/wait_complete/reset
PipelineConfig, InferenceResult, PipelineError
Includes protocol + transport + session + regmap from W67–W70

Tests

14 new inline tests, all pass. 891 total.
