fix(specs): five FUNCTIONS specs state spec+code instead of code-only/unregistered

[dmitrii-f-t27]

Five specs under specs/functions/ declare CONTROL "code-only/unregistered", which the catalog gate (agents-from-specs) rejects; the allowed values are spec+code|spec-only|code-only. Every sibling FUNCTIONS spec uses "spec+code"; these five now match. This unblocks the nightly t27 world scan, which failed twice today on these exact five lines.
