docs: canonical index of the spec-first ternary compute stack - #1779

Add docs/BITNET_STACK.md indexing the whole spec-first ternary stack after ~25 PRs: the full table (spec -> function -> what it computes -> verification -> PR), the two-way verification methodology, the unblocking backend fixes (#1741, #1748), an honest where-we-are, the decomposed frontier plans (#1764 clocked / #1773 imports / #1726 engine), and the competitor landscape.
