Covers: trit encoding + uniform-chunk constants; ternary sign-multiply (never *); dot27/quantize/pack3 idioms; N-chunk neuronN vs single-chunk neuron1; the hard-won gotchas ([N]Type{...} array-literal syntax, local-array-vs-array-param mismatch, the #1741/#1748 backend fixes); two-way verification (in-spec test blocks + Rust cross-check vs an independent reference); ship discipline; and the phase roadmap to an on-hardware MVP.

Single clean commit (per the L1 TRACEABILITY per-commit gate). Docs-only.
