fix(queen): ask CI only about accepted issues that are still open - #509

The first deploy of queen-ci-verdict (#507) walked every accept ever recorded: 494 rows, 460 of them on issues closed long ago, eight a round - so the open issue it exists for (#4385, red parse-ratchet on #4578) was an hour of rounds away. It now asks only about issues in queen_issues, the round's mirror of the open set, with the same empty-mirror fallback the review sweep uses. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>

It now asks only about issues inqueen_issues, the round's mirror of the open set, with the same empty-mirror fallback the review sweep uses.
