The same assembly-load failure was observed before test enumeration on WASI, Firefox, Android, and iOS work items in this build. The failing test types were introduced by #135029 (ea01cd94f644df0c4247f3a1bd995d4edbaf9245), which merged before this source build started. The affected PR changes only System.Net.Quic tests and is unrelated to System.Runtime.Tests.
