Duplicates useInView and useOrganizationListInView, this breaks a Mosaic->ui dependency. Duplication was chosen over moving to shared as these are UI-concerns that are allowed to drift.

Description
This stack builds towards making Mosaic it's own package, starting with fixing the three cases where Mosaic imports things from other parts of
ui.Moves url template parsing to the shared package

countryCodesand utils into sharedAccording to 🤖 there aren't that many other things we'll want to move going forward, it identified only three:
