refactor(shared): centralize url template parsing

Description

Each PR in this stack is small, so I'm reusing this PR description:

This stack builds towards making Mosaic it's own package, starting with fixing the three cases where Mosaic imports things from other parts of ui.

1. refactor(shared): centralize url template parsing #9761
   Moves url template parsing to the shared package
2. refactor(ui): duplicate useInView hooks for Mosaic #9762
   Duplicates the useInView hooks into Mosaic
3. refactor(shared): centralize phone utilities #9763
   Moves phone countryCodes and utils into shared

• Anything we want to keep in sync across ui/Mosaic we move into shared (PR 1 & 3)
• Anything UI-related that is fine to drift we can duplicate into Mosaic (PR 2)

According to 🤖 there aren't that many other things we'll want to move going forward, it identified only three:

• formatSafeIdentifier
• User-profile attribute availability checks
• Identification sorting logic

I'm sure it's missed things, but after a quick skim of the repo I feel confident it's a manageable number that we can just tackle as we wire more things up.
