THRIFT-6407: Install OpenSSL 3.6.5 in the MSVC image - #4004

Conversation
Client: build slproweb.com only keeps the current OpenSSL builds. The 3.6.4 installer that the image downloaded is gone (404) since 3.6.5 replaced it, so every rebuild of the image failed. The SHA256 of the 3.6.5 installer matches both a download and the value slproweb publishes. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>

The MSVC image downloads the OpenSSL installer from slproweb.com, which only keeps the current builds. 3.6.5 replaced 3.6.4 on 2026-09-29, and the 3.6.4 URL now returns 404. Every job that has to build the image fails at that step, for example the MSVC job of #3963. Runs that can pull the cached image are not affected, so master's MSVC job still passes.
This switches the image to 3.6.5. Its SHA256,
8b2fcf66088fa0d13fa5729ef374a182adf72edfffde89089b3b1bf48c3f257f, matches both a download and the value slproweb publishes in opensslhashes. The Dockerfile changes, so the MSVC job of this PR builds the image from scratch and exercises the new download.JIRA: THRIFT-6407
