Local dev: PostgreSQL not reachable on localhost:5433, so the first tenant admin can't be created (priority, 27 Oct) #116

Closed

Description

@amar-python

Priority: to be looked at on 27 Oct 2026. Raised by the product owner on 26 Oct.

What happened

On the dev machine, at main 9c8bc9b, this command:

cd "C:\Users\User\OneDrive\Desktop\Migration using ai\PostgreDataMigrationAppWithCSVLoader"
python scripts\create_tenant_admin.py --tenant dev --name "Dev tenant" --username admin

failed with:

Postgres not reachable (attempt 1/30): connection to server at "localhost" (::1), port 5433 failed: Connection refused (0x0000274D/10061).

Nothing was created. The script stops before writing anything.

Why it matters

Since #96 / #115, the frontend requires sign-in. Until a tenant admin exists locally, the app can't be used on the dev machine.

Steps to work through

  1. Find the PostgreSQL service and its state:
    cd "C:\Users\User\OneDrive\Desktop\Migration using ai\PostgreDataMigrationAppWithCSVLoader"
Get-Service *postgres* | Format-Table Name, Status, DisplayName -AutoSize
    $env:PGPORT
  2. If it's stopped, start it from an Administrator PowerShell with Start-Service <name>.
  3. If it's running, check its port against PGPORT. PostgreSQL 18 usually uses 5433; older versions use 5432.
  4. Rerun create_tenant_admin.py. Success prints Created tenant 'dev' (schema tenant_dev) with tenant admin 'admin'.
  5. Sign in to the frontend with tenant dev, username admin and the chosen password.

Done when

Steps 4 and 5 both succeed, and that output is attached here (closure rule: clean evidence before closing).

    Evidence for #116: local PostgreSQL and first sign-in (2026-10-27 02:20 +11:00)

Cause: Windows service postgresql-x64-18 was Stopped. The wizard (scripts\wizard-local-signin.ps1) started it; port 5433.
Repo: main at 9c8bc9b Merge pull request #115 from amar-python/feat/m2e-frontend-sign-in
First sign-in: tenant 'dev', user 'admin', created with scripts\create_tenant_admin.py.

Browser run against the local API (API log, all 200 OK):
POST /api/auth/login 200 OK (signed in; header showed 'admin · dev')
    GET /api/csv/files 200 OK
    POST /api/csv/preview 200 OK
    POST /api/csv/upload 200 OK (smoke-116.csv: imported 2 of 2 rows)
POST /api/auth/logout 200 OK (back to the sign-in page)

Found along the way (to be logged separately):

    • The first API window stopped after the health check (cause unknown); the browser then showed 'Failed to fetch'.
    • 'Transactions (3).csv' shows 10 columns, 0 rows (still being checked).
    • Upload times are shown in UTC without saying so.

    Screenshots: attached below.
