Refs #78, #80, #81, #82, #83, #85. Follow-up to #176, targeting its integration branch without overwriting it.

Incorporated histories

Preserves all commits from #177 (769c124, bounded transfer cursors) and #178 (517f7e2, client chunk-size validation). The merge 89990eb is a verified disjoint-path union, not a reimplementation. #177's focused 24 cases are green; #178's final focused verification is in progress. Their original RED/GREEN evidence remains in their notes and discussions.

Full-suite blockers

Base 45470b5 run 36559785404 has 2259 unique cases, four failures, no errors or skipped test cases. Independently downloaded all four artifacts, verified each ZIP hash and exact JUnit-node-ID partition union. The failures are one read-effect ordering case and three real PostgreSQL webhook-overlap cases, not regressions from #177/#178.

This regression-first commit adds GET/HEAD tests requiring effect refusal before resource lookup or executor invocation, plus a focused workflow that preserves the exact public checkout for inspection. The next runtime corrections will move the discovery read-effect check before lookups and correct webhook literal-prefix deduplication while retaining legacy scope-key recognition and pinned current authorization. No fix/green claim yet for these two blockers.

Gate

Do not merge until final focused and complete four-shard node-ID, conformance, build and applicable specialized workflows all pass on the final tree. No skipped checks, swallowed database conflicts, removed unique constraints or production operations. CI workflow has contents:read only; no project runtime/tests run locally.

Progress: docs/INTEGRATION_REGRESSION_PROGRESS.md, docs/TRANSFER_STATUS_PROGRESS.md, docs/CLIENT_PART_BYTES_PROGRESS.md.

Once this combined follow-up is accepted, #177/#178 can be closed as incorporated rather than merged separately; broad acceptance issues remain open.

Refs #78, #80, #83, #85. Regression-first tests only on PR #176; retain current authorization and all existing completeness gates.
Bound ASCII decimal offsets before numeric storage/projection use, including sealed/download states. Preserve generated cursors and normal continuation. Cloud RED 36560714465 verified 11 cursor failures; correct two null-omission test assumptions with stricter per-page checks.

Refs #78, #80, #83, #85.
Refs #80, #82, #83, #85. Real interrupted download journal, bounded zero-byte regression, no prevalidation file mutations, and valid four-protocol resume.
Validate positive non-bool integer part_bytes at upload/download entry, before source hashing, journal writes or network requests. Preserve all existing protocol and journal formats.

Cloud RED 36561926956: 14 intended failures, 9 passes, no errors/skips; real zero-byte reads do not advance the resume offset. Refs #80, #82, #83, #85.
…nt validation

Preserve PR #177 and #178 histories. Their source/test/workflow/note paths are disjoint; integration base is unchanged. No final green or broad acceptance closure claimed.
…gressions

Combine #177/#178 without overwriting #176. Preserve exact checkout artifacts before focused real-PostgreSQL regressions. Record verified baseline four-shard coverage: 2259 unique cases, four failures, no errors/skips.
