feat: add Scient Docs publishing pilot

Summary

• generate a 12-page /docs pilot from canonical scient-desktop/docs/user/ Markdown at one exact commit
• publish source-aware HTML, raw Markdown, and a machine-readable search index without maintaining a second prose copy
• add desktop and compact mobile navigation, topic and full-text search, preview applicability, source provenance, and truthful no-index preview labeling
• define fail-closed source pinning, hashes, stable qualification, corrections, publication lag, and rollback

• deployed-preview audit verified HTML/raw/index response types, exact LaTeX raw hash, no-index behavior, desktop search, 390px navigation/content, source and raw links, and zero console errors
• GitHub Website quality runs only for pull requests targeting main, so it is absent on stacked docs: promote website Docs ownership #29 and feat: add Scient Docs publishing pilot #30; the exact full command passed locally and will run when the stack is retargeted or integrated

Documentation impact

Updated — README.md, docs/architecture/scient-docs-publishing.md, and docs/scient-docs-manifest.json; dependent canonical Help source is ScientFactory/scient-desktop#196.
