docs: close T3 review and clarify deferred memory scope

Summary

• close the bounded T3 Code inspection through bf76535fe4da71d8de7b8bd5ffa0d2086b7af8d0, with accepted, characterized, deferred, and rejected dispositions
• record the six adapted desktop reliability changes in related desktop PR docs: close out Scient rename #14 without making T3 Code a maintained dependency
• complete the first-slice source trace while keeping its permanent package and future memory architecture explicitly unselected
• preserve the approved requirements for non-Git recovery, trusted project filesystem scope, and complete native-Scient/external-OpenCode runtime isolation
• categorize the idea inbox and add a future memory-architecture entry covering candidate conversation, task/run, project, user, team/organization, Scient-maintained-knowledge, and raw-history scopes
• preserve open questions about authority, promotion, trust, privacy, agent access, files, Git, user-selected cloud folders, offline behavior, future Scient cloud sync, recovery, export, retention, and later storage evaluation
• remove the premature standalone persistence brief and every reference to it

Scope boundary

This PR does not select memory layers, SQLite, a project ledger, a schema, a cloud-sync protocol, a permanent scientific-operation package, or a fake executor. The memory entry is raw idea intake for a dedicated future discovery project, not accepted architecture or an implementation gate.

The bounded T3 reliability work is independent and complete. This documentation does not block unrelated product work.
