Make the Android keyboard and settings match the approved design

The approved design mockups showed an icon toolbar with a fold-out extra-keys panel, a hinted number row, symbol letter hints, a redesigned settings screen and a ?123 · emoji · labeled space · period · Enter bottom row — the shipped keyboard still had the old Tools / Edit / Emoji text-button rows, a permanent terminal row, and one long settings form.

This brings daily typing and settings in line with the mockups:

• Icon toolbar (undo, redo, copy, cut, paste, draft, dictate, expand) plus the fold-out Extra keys panel with Esc/Tab/Ctrl/Alt/Shift, Home/End/Ins/Del/PgUp/PgDn, arrows and the F1–F12 sub-panel behind Fn.
• Number row on by default with digit hints; letter hints become the mockup's symbol set while the number row is shown (digits return when it is hidden so hold-to-insert stays complete).
• Bottom row per the mockup: ?123 · emoji (hold for tools) · subtype-labeled space ("English (US)") · period · Enter pill. The comma key moves to the period slide menu and symbols page; caps lock is a long-press on Shift.
• Settings: category list with search, staged Apply/Cancel, honest summaries (auto-capitalization, arrow repeat, key borders, System/Light/Dark theme, 320 ms hold, voice tap-to-hold), Reset preferences, and a practice message with the live keyboard preview.
• One-time defaults migration via optionsVersion; reset keeps models and microphone permission. The terminal-controls preference is superseded by the extra-keys panel. Raw TYPE_NULL fields keep the keyboard active and refuse Latin compose (non-ASCII cannot commit there).

Deliberate gaps: the mockup's suggestion strip is absent until real local prediction exists (no placeholder words), and all evidence is emulator-only until physical/assistive trials run.

Verification (UtterleafFoundation35, API 35): 157 instrumentation tests (0 errors; one drag-preview timing failure under full-suite load passes standalone, and both restart-race sites are now hardened), 8 JVM tests, 14 tooling tests, lintDebug 0 errors, and 41 owned-view captures in artifacts/screenshots/android-daily-redesign/ covering the normal, extra-keys, function-keys and settings states.
