feat(asapquery): compile startup workloads into physical plans

Summary

• accept a versioned canonical QueryWorkload/DataWorkload snapshot in the ASAPQuery runtime profile
• invoke the pinned ASAPPlanner and compile its selected post-ASAP DAG into a backend-local PhysicalPlan
• install PrecomputePlan, BackendPlan, and QueryPlan atomically with no CollectorPlan or Transmission producers
• include a checked-in deterministic planning fixture and fail closed on unsupported workload semantics

• depends on ASAPQuery-backend feat: install strict backend-local PhysicalPlan profile #495
• depends on ASAPPlanner fix(gorilla-merger): route old cold-only queries to the merger StoreAPI #341 for the canonical workload wire contract

Verification

• cargo test -p control_plane physical::compiler::tests
• cargo test -p data_plane --bin data_plane asapquery_requires_atomic_physical_plan_not_streaming_config
